No, Uchiha is not #1. There have been moments in the Manga where the Uchiha have been called the best, and moments where the Hyuga have been called the best, which shows they are equal.

Not necessarily. Sakura has no clan, yet shes waaay stronger than Hinata. Minato had no clan yet he could solo whole Hyuuga clan.
I know that Sakura > Hinata. But this isn't about Hinata's abilities, it's about her genes. Hinata's genes remain unchanged whether she's strong or weak. But be honest, a Byakugan wielder with Uzumaki-level chakra would be crazy.
