Naruto is a genin however he's easily high kage level,your point is completely void. Neji is a jonin and he's.. jonin level.
Also Mei would easily trash any of K11

Look at the arena :| its a building so he just walks on the walls and air palm her
Her paper projectiles are countered by rotation
Her paper suffocation is countered by body blow away
Neji can touch her by using air palms
And her paper is chakra so he just uses gentle fist to cut the chakra in the paper.

Except she has hundreds maybe thousnads of paper bombs while Neji has limited rotation .. And using air palm on someone with wings may throw them back a bit but is no doing any damage seeing as they can regain balance easily,

If the papers get close just rotate all of the papers around would be destroyed and neji has bykugan so he'd know where the papers are so he can simply rush at konan knowing her tricks then air palm her
