Swirl On Naruto? Whirlpool?

Naruto always have a circle with a swirl inside attached to his shoulder in any of his uniform. Is this to tie his connection to his blood relationship (mums from whirlpool country)? Konoha ninja who wears those flask jackets also have those swirl on the back on their jacket. What do they symbolize?

uzumakis had a clan that thing on there back shows the uzumakis pride, anyway around then i think the 4th ordered all ninja to where the sign since narutos mother was a uzumaki and the 4ths wife. In other words he could have also ordered that all ninja use the uzumaki sign to remember him by and hold the hokages style of the will of fire.
