But he was always a gifted shinobi, we've never heard any stories of his endurance, and Hiruzen was his teacher... his will was only tested during his last fight with Pain. He's spoken about it, but that's the only time he's shown it, verbally.

But Lee had to struggle all throughout his life time, to get to where he's at. His will is probably on the same level of Jiraiya's actually, but I have to give him more credit for it. He can challenge any character in the series, unlike Jiraiya, and even fights when he's knocked out.

I disagree. His will wasn't only just tested in his last fight.

Jiraiya spent his whole life, never giving up, to look for his student. His friend defected yet he kept looking for him for decades believing he'd come back.

I'd say Kimimaro, he was practically dead and fought against Naruto, Lee and Gaara with pure willpower. beat all of them too. but since he's not on the list I'd vote for Jiraiya, Lee and Tsunade have great feats too, but getting your heart to beat again with sheer willpower is untouchable

this plus the fact that knowing she is weaker than Jiraya and obviously the third she still took responsibility and became hokage,After the shinra tensei she was wasted with no power had the guts to stand up to fight,and ofc fought Madara and survived,healing the others in the process.
