Well you need a certain level of coolness, lets see if you have it, answer these questions:

Ice release, or Hyōton, is an advanced kekkei genkei that allows the shinobi to manipulate both his wind and water chakra in order to manipulate or create ice. All shinobi's with the kekkei genkai are able to manipulate already existing ice, but only members of the Yuki clan are able to create ice. One of the most known ice technique's are Haku Yuki's demonic ice mirrors. Ice is weak to Earth and Lightning based technique's, the fire would be able melt the ice, but that water can be used to put the fire out too, and is strong against water and wind based technique's.
One of the best locations ice can be used would be high up in the mountains, or near a water source, while I wouldn't really try to use it in a desert for the lack of water there.

Now to weaknesses, Ice weak to lightning, simply because the lightning will pierce though the ice and shatter it. Now for earth you are mistaken Ice is not weak to all earth techniques, but only to penetrating earth based techniques such as jagged pillars or weapons of earth, for others that are blunt they are neutral, that is also the case with mud.
And finally to neutrality, Ice is neutral to fire as when a fire and ice technique of same rank collide the results will be as the following: the fire would overpower the wind in the ice technique, but as soon as that happens the water from the technique will cause the fire to get doused. Basically what you said.

The last thing I would like to say is that ice is versatile like wood release. In ice you can create disks that can help you fly, you can cause blinding through specific techniques, and you can even burn, yes I said burn, you can even burn/create fires with ice. And all the above were in one epic technique
Also shields/armors/pillars/weapons/icicles/monsters/animals can be created though ice release.
Places that help: Wet/damp/humid environments, places that have existing Ice and Snow.

*Gives you a stash of chakra papers* you are going to use these, the papers react to the five elements...
I want you to hold out a chakra paper in your left hand and channel water chakra to it, this will cause the paper to get soaked. And with your right hand hold a different chakra paper and channel wind chakra to it, this will cause the paper to get cut.
I want you to repeat the process until you can do both simultaneously. And also you won't be able to do it on the first try, but in order to make the task easier, touch the snow surrounding us.

*Grabbing a piece of paper in each hand, I first channel my suiton chakra in my right hand, causing the paper to become soaked. Immediatly fterwards I focus my fuuton chakra in my left hand, fitting the paper in tiny shreds. Then I grab two New papers and try to channel wind and water chakra simotanously into them. When I fail I grab new papers but this time push my fists into the snow beneath my feet first. Slowly channeling my wind and water chakra into my hands again, I concentrate on what happens with the snow around my hands.After several tries of this I get how exactly my chakra interacts with the snow, and the right proportions when I pull my hands from the snow, gram new papers and fbfocus my wind and water ca to the papers sseparately, drenching One paper while fitting th other One into tiny pieces.*[

Now this technique is one of the most useful ice technique out there, the reason is because of it's uses, it can be used to cause it snow, used to create weapons, and can be used to create pillars, and it is only limited to your imagination... And logic.
First usage: *Throws complex sword towards you*
I want you to touch the sword and memorize it's shape, once you do that I want you to form a replica of the sword in your other Hand.
Second Usage: I want you to focus your chakra into the ground beneath me, then you will exploit the moisture in the ground and cause a pillar of ice to erect, the pillar should send my flying and will cause me to loose my balance.

*Taking a minute to look at the sword handed to me, I take my time to look at its general shape, before concentrating on the details and the weight and balance of it. Happy that I know the exact feeling of the sword after letting my chakra flow trough it, I concentrate my wind and water chakra in my other hand, mixing it in the right proportions to create ice and mold it into the exact same shape as the other sword. Once happy with my result, throw both swords back at you and focus my chakra into the snow beneath my feet, reaching for the water particles in them and while adding my wind chakra into them, create ice spikes that shoot up from the ground around us.
The last thing I do is gathering my wind and water chakra and molding them into ice chakra before concentrating my chakra into the sky above us, merging it with the water particles in the air to create heavy snow clouds that make it snow.*

Ways to counter: Either don't let your opponent get as far as finishing technique I'd say, since it's mainly a supplementary technique you can't defend against the technique itself.

(Hyouton: Tsubame Fubuki) Ice Release: Swallow Snow Storm

Description: The user will shoot out a cluster of needles, shaped like swallows, which will fly out toward their target with great speed. The swallows are unable to be dodged as they can change direction in mid-air, redirecting themselves to hit their target. This jutsu is also highly resistant to fire attacks, unable to be destroyed by fire jutsu unless it is higher than C ranked.
Now for a very useful ice release technique, this technique revolves around the user sending clusters of swallow(a type of bird) shaped needles towards the opponent. These swallow swallow shaped needles can change direction in mid air, thus dodging them is a extremely hard task. Also this technique is an exception to the neutrality of ice with fire, this technique can only be stopped by B rank and above fire, not the normal C rank fire = C rank ice.

I'd say use the swallows as 'distraction' then follow up with a water/fire attack and at the same time redirect them to attack from a different angle.
How to perform the technique
Concentrating my Hyuton chakra, I create swallow shaped needles from the snow around me. As the are created from the snow, I have them fly towards a nearby rock from different angles, slicing the rock into pieces
Ways to counter: B-Rank or higher fire technqiue to melt them or a strong wind technique to blow them away.
- You can use several projectiles at once
- Due to their ability to change direction their very useful as distraction or attack
- A B-Rank or higher fire technique is needed to melt them
- they're small, so they can be blown away without much effort
- They fly in a cluster, so if one is destroyed, more will be too most likely
I'd say use the swallows as 'distraction' then follow up with a water/fire attack and at the same time redirect them to attack from a different angle.
How to perform the technique
Concentrating my Hyuton chakra, I create swallow shaped needles from the snow around me. As the are created from the snow, I have them fly towards a nearby rock from different angles, slicing the rock into pieces
Ways to counter: B-Rank or higher fire technqiue to melt them or a strong wind technique to blow them away.
Another combo is to throw several explosive tags into the air and make the swallows 'fetch' them, then you know Caboom.

Being an ice user, however, the user will still be able to move their arms and legs fluently while in the ice.
This technique is extremely useful against the majority of the role players on NB, but more on that later. Now this technique exploits the water molecules in the ground, the user will raise a jagged pillar of ice from the ground, as the pillar rises then user will manipulate it so that it incases the opponents. If you want to save time you can choose to only incase the opponents legs, preferably up to the knees. Or if you want to be mean and i mean really mean aka my level of meanness you will raise the pillar stealthily between the opponents legs and then you freeze well you know his gentles xD.
Now this technique works against the majority of role players since they are frozen in the ice, but it doesn't affect other ice users, other ice users can move freely in the ice block. The other tire of people that this technique is not effective against is people with Sage Mode, yes they will get trapped by the technique, but once they are frozen they can exploit this(if they are smart enough >_>), since they are perfectly still, they can gather natural energy and enter sage mode, then with the power they can break the ice in a super manish way. xD
Also you can use this tech to protect yourself from attacks you can incase yourself with it. But I don't recommend that z.z

(Hyouton: Sensatsu Suishou) Ice Release: 1000 Needles of Death

Description: The user will make needles surround the opponent from all sides. Directly above them, though, there is an opening. The user can jump away at the last second before the needles converge on their opponent, or they can simply perform the jutsu from a safe distance.
Now this next technique requires you to focus your chakra in the near vicinity, once that is done you change the shape of your chakra into 1000 ice needles, the needles will be created around you and your opponent, then on your command you manipulate the needles to move at your opponent, and at the last moment you jump out of the way of the technique.
Or you can choose to perform the technique while being at a range from the opponent.

- It's difficult to dodge, due to it's coming from every angle, besides above and below.
- It can be both preformed when you're close to your opponent, but also when you're further away.
- The large amount of needles are difficult to defend against all at once.
- If you don't get out of the way, you're hit yourself
- It doesn't come in from above or below, giving the opponent two places to escape to.
