I don't think getting Izuna's eyes gives Madara his eye abilities, remember Sasuke only got it because Itachi implanted it in him. I think the EMS is just a perfect version (ability wise) of the MS.

Itachi didn't implant any powers in Sasuke other than the one-shot Ama, seeing as he was surprised Sasuke had Susano'o.

Now, who from Tobirama's time could have possibly used amaterasu (a technique from the mangekyou sharingan)? Izuna, or Madara. Now I don't know about Izuna, but as it has to be at least one of the two, and Madara took Izuna's eyes, he obviously has amaterasu as well.

Because sasuke was controlling the flames (aka kagutsuchi). Tobirama said "Ive never seen such a kagutsuchi before" Why didnt he say "ive never seen such an amaterasu before" If he was referring to the strength of the jutsu then why didnt he mention amaterasu. Kagutsuchi =/= amaterasu or enton as I explained with my translations, therefore tobirama commenting on it doesnt make it amaterasu.
