You are thinking way too much into it.

If the current Hokage elects you, it's decided. Tobirama did it to Hiruzen. These other "hurdles" are only tere when there is no Hokage. Even though the village apparently wanted Orochimaru, Minato was chosen by Hiruzen.

If Naruto declined and demands that Tsunade make Sasuke Hokage, she has very little choice but to do so.

Isn't it possible that the Hokage could choose his successor and that maybe others (feudal lord, jonins, council) have to approve of the decision? We didn't really see the whole process in the manga so it's difficult to assume one way or the other.

Regardless, a good Hokage wouldn't ignore the advice and wishes of everyone else when choosing a successor. They're all affected by the decision too.

The Jonin will also approve of anyone who Naruo approves of. Current Jonin? Kakashi, Guy, Kurenai, some Anbu. Kakashi and Guy's word will be good enough for Sasuke to be approved.

I don't think Kakashi would pick Sasuke over Naruto anymore than Hiruzen would have picked Orochimaru over Minato... and back when that decision was made, Hiruzen didn't know anything about Orochimaru's less savory hobbies. Being happy that someone is back and willing to give them a chance to redeem themselves is not quite the same as putting them in the highest position of power in the village.

This whole hokage situation is funny, it would be an asspull if Sasuke became Hokage after all the stuff he did. But the odds of him becoming Hokage are big. K9 were bashing him 2 chapters ago and they were cheering him on in the last one.
One of the reasons why the Hokages are back is to clear Sasuke name. Itachi saving Naruto and Bee and than having a small talk about Sasuke. Sasuke bringing back Orochimaru will heal the current kages. It all helps helps his case.

Personaly I think that Kishi made a mistake by introducing Taka Sasuke. Sasuke should have gone back to the village after Itachi's death.

Why would he? He has no reason to, Hashirama referred to Naruto as a Hokage candidate as well.

I wouldn't say he would fully support Sasuke, but he will definitely give Sasuke and Naruto a fair chance unlike many of the others who are judging him.

What Madara couldn't achieve, Sasuke definitely will, as he is an improved version of Madara himself.

Sasuke will become the Hokage, and change Konoha's corrupt system.
