I don't think that Sasuke will or should become the next hokage, and there are a couple of reasons that lead to my opinion.
To start, I would like to reference what the title of hokage entails, as described by various characters, and displayed by the former hokage themselves. The title of hokage is bestowed upon those that have been accepted by the people of the village (as described by Itachi.) This will be referenced again. Sasuke is currently assisting the ninja world in the battle against juubi, and therefore will gain a form of acceptance by the ninja world at large, including konoha. This war is, after all, a war that is based on the forgetting of past animosity and working towards a similar goal (Gaara's speech created a space in people's hearts for the forgiving of Sasuke.) However, the one that he is battling for the title is Naruto, who has never betrayed the trust of the world, and is one of the leading factors uniting it in the present. The hokage is also meant to view the entire village as his family (referenced by Hiruzen when he told this to the academy students, and also by Minato when confronting Kushina about making Naruto into a jinchuuriki.) Sasuke does not appear to share that sentiment, his desire to protect the "memory" of his deceased brother stronger than a desire to protect the village.
Next, I do not think the threat of Sasuke walking the same path as Madara should be taken into consideration when debating Sasuke's entitlement to the hokage position. Madara left the village because he was unable to become hokage, and let his hatred control his actions. That act in and of itself demonstrates that Madara was unable to put the village about himself, which should be the role of the hokage, and instead chose to attack it. Orochimaru was also a character that acted similarly when he was unable to become the hokage. True love for the village would entail supporting its future, even if one was not the one in position to control it. Giving Sasuke the position as a failsafe to keep him from becoming evil would be a disgrace to the title. It is up to Sasuke to decide what he does, ultimately. He knows the past between Madara, Hashirama, and the village. He can break the curse of hatred without becoming the hokage by simply accepting a loss of the title to Naruto and supporting him regardless.
