, it is shown that Tobirama knows about Kagutsuchi, the manipulation of amaterasu. I guess he must have fought against another Kagutsuchi user or else he shouldn't know about it.

Do you think Izuna had amaterasu and in extension, Kagutsuchi?

Tobirama merely said that he never saw a "flame control" like that. Tobirama would've said I never saw an "amaterasu" like that If he's never seen ama arrows.

When Danzo fights Sasuke, at least in the anime, he mentions that he hasn't seen Amaterasu in a long time. I guess Amaterasu isn't unique to Sasuke and Itachi.

Danzo witnessed Itachi face someone so powerful or be in a situation that called for Amaterasu? I kinda doubt it. I can't think of a scenario where Danzo and Itachi are together and Itachi has to use Amaterasu. I could be wrong though.

Definitely Tobirama has witnessed amaterasu before.
That why he is not surprised like I have never seen this or what is this jutsu. Instead he mentioned that he has never seen such a Kagutsuchi means he was talking about the level of Kagutsuchi.

I see it as all the root members showing Danzo their techniques. That is the only likely possibility
