Again... guards and barrier team(i'm assuming Orochimaru got in because of his knowledge as a former konoha nin) Also, what village would risk World War 4 to kill the child of their already dead enemy. If Konoha can't detect when 100 and over, ninjas that are strong enough to beat village ANBU then they might as well let themselves be destroyed.
