[Technical Issue] Posting Permission, need help

I was just looking at the bottom of the page(I know kinda late huh) and I noticed it said posting permissions that I can't post an attachment. Two questions.

1. Is that because of the number of posts I have or is that something only premium members(or whatever they're called) can use?

2. Does that mean I can not add images, because whenever I try to add ones like this

Using the image tags it never shows up(that is from this website btw chapter 615 page 6 in case it still doesn't show up)

Can someone help me figure out what that permission means and why my pics won't load if they are unrelated problems. Thank you.

you do not have permission to access this page. This could be due to one of several reasons:

Your user account may not have sufficient privileges to access this page. Are you trying to edit someone else's post, access administrative features or some other privileged system?
If you are trying to post, the administrator may have disabled your account, or it may be awaiting activation.

If it is, you can't do anything about it.
That page is blocked.

For the first one you don't need to worry, all of us have that. It basically tells you that you can't post attachments in threads. Attachments are pretty much things like albums, etc.. But that doesn't really mean anything since it's with all of us. It has nothing to do with posts.
For the second one:
You are using the Address link between your image tags.

What you do is use the image url, not the address link. You can get the image url by going on to Google Chrome, going to the picture you want, rght clicking it, and then click Copy Image Url.
Then you paste THAT between the image tags to show up like this:

because your linking the wrong thing... Unless the image url ends with .jpg, .gif, or .png... Its not showing :|

you just linked the actually page link for the specific page of the manga this is the image link
