thats like saying oh the hokage is weak because they have all the other shinobi in the village carry out missions instead of doing it themselves. danzo uses his root anbu because he can, if you had a whole special forces group under your command im sure you would have people like sai carry out your missions for you to. and just because we have not seen him fight does not mean he is weak. we havent seen zetsu fight but that doesnt mean he is weak. hell we havent seen raikage fight does that mean he's weak too???

All of these guys are Kages, now i don't know if EVERY single kage in each village is the strongest of the strong ammong that village, but when we look at kages like Madara and Raikage we can say that they indeed are known to be powerful. Killer Bee, has the power, brains, and skill to be a Kage himself. If 4v1 Sasukes team nearly got themselves killed numerous times, what do you think the outcome of 4v4 if all of them are kages? Ok maybe 4v3 .. not sure what Danzo can do with one arm (lol) Hit sasugays hands with his cane so he can't make seals? Not sure but that's my two cents.
