Well as far as characters go in Base form without any Jutsu/Different form he certainly is not overrated. Base Sasuke is one of the fastest base characters in the entire manga.

Including Jutsu's/Different forms, then yeah. I facepalm at people saying he's on BM Naruto/Minato's level.

I don't think that the two are necessarily related but I agree that Sasuek is not faster than Naruto. That would be totally unreasonable from Kishi's part...

Sasuke's is not slow. He still has impressive speeds from Part 1 and Part 2 and can keep up with V1 Armor A. The circumstances right now is the claim that Sasuke>=KCM Naruto at full speed.

Minato,Naruto,Ay,Bee,Shisui,Nagato,Obito,Lee,Gai,Kakashi,Madara,Izuna,Tobirama,Hashirama,SM Jiraya,DSM Kabuto and 3rd Rikage.

PPL that r faster or Keepup with Sasuke in thire baseform

Minato,Obito,Ay,bee,3rd rikage,Jiraya(keepup),Madara,Tobirama,Izuna,Itachi,Kabuto(keepup),Kakashi,Hashirama,Lee,Gai and Shisui
