It says "I want to stay beside Naruto-kun forever". Not be with him; big difference. This doesn't necessarily mean a romantic relationship. Why would she even be talking about romance when she's fighting? she obviously just means that she wants to fight near him and protect him or w/e.

To be fair, things about Hinata that aren't Naruto related don't make Hinata look too much better. Like her sense of inferiority toward her clan and her father and the other branch of the family.

She had an interesting developement with Neji, I admit, and she showed that she cares about her teammates.

But in fact everything that happened in her life because of Naruto is what made her progress as a character. Take Naruto out and you get a girl who would let her father use her as a carpet because she's no martial arts genius.
