Overrated = Orochimaru "Ohh nah he has the 4 Edo Kages he solos all" That is literally all I see from this guys fans, He hasn't even won shit, He lost his arms to possibly the weakest of the 4 Kages despite having Edos, he then proceeded to get fodderized by Uchiha's 3 times in a row, Madara follows

Underrated = Obito, Seriously ever since the mask came off people place him under the likes of Pain and Itachi, Hell some fools have even gone as far as to say Kakashi is superior, Sure he stands a chance against a Kamui-less Obito but that's about it, His Bijuu and his Gedo Mazou are completely ignored as well -_-
