but if you are gonna base this off the 2nd part after they returned, he has not showed himself. which you can't add him to the list.

Makrov is pretty much the GL. the master and should not be listed either. but its your top 10. not mine.

An individual belonging to a group is a member , Makarov is a member going by an official definition... So what??? Are you saying that somehow everyone is now stronger than Gildarts? WE HAVE SEEN HIM! IN SEVERAL CHAPTERS (a side story) AND he will obviously have the same strength as pre TS because he has not trained ; but being frozen in time will not affect his strength , therefore i conclude Gildarts is legitimate to list ; your reason is invalid. We have seen him. He has shown his power ; we know how strong he is and therefore comes second on my list after Makarov whom is also a member even as a guild master being a part of the guild means he is a member.

Could be. I think Gildarts is the strongest, Makarov comes after since he's old and not in his prime.

Something like this:

1. Gildarts
2. Makarov
3. Natsu (he got a part of another "dragon" power from Laxus and "killed" the second master, if it weren't for his cheating with death)

The rest is not easy to figure out, for example Mystogan, too little is known about him and now he's in that other world.

I think the only way for Natsu to surpass Gildarts is to be trained by Atlas flame or Igneel (depending on if he can find Igneel) how to use Fire drive and Dragonforce (because i think that 1st generation dragon slayers have full access to Dragonforce but they must train to do so , 2nd gen are shabby first gens and 3rd gens are first gens that can master Dragonforce without training)

I think Lucy now doesn't belong in this list but her potential is infinite. Her keys are so versatile and urano metria just owns I think your list is quite good even if Juvia could've won the fight against erza on tenrou island even if she wears sea king armor :/ Her water body is still friggin op, especially against erza I don't know what she did there O_O

Juvia can never beat Erza as long as she only knows water magic...

Lucy is weak in close combat and therefore is never able to get on this list imo

juvia has water lock and water body with what should erza counter that? sea king just reduce the effectivity but she is still locked up and can't hit juvia while she is water. She doesn't know magic like meredy to surpass her water body.
Lucy has still her wip AND the princip of a stellar mage is not close combat. She is like a puppeteer of naruto, standing behind the spirits and let them fight. That lucy ****s up this by fighting side by side shows that she has combat skills and with her keys you can make up unbelievable strategies like virgo making holes to catch enemies. Also with urano metria she has the joker magic.

Juvia: Her water body IS untouchable. I may have skipped the important sites but I've seen no lightning in her lighning armour at all neither from her flame armour (as far as I know it is a defense type of armour so she is braced against those attacks but can't make them herself). And water armour dispells nothing it just lessens the impact.

I like your list but I have a problem with your top 5. I think Gildarts should be number one. Also Natsu should have be ahead of Erza. In a real fight without using it as comic relief I think Natsu would beat Erza IMO.
