I think Lee takes this with superior speed; he can injure Sakura with combined attacks; she is not immortal afterall and a brain damage caused by primary lotus would finish her. She probably would not hit him because of gap in speed levels; she can destroy the battle ground but Lee is not a stationary fighter he is a taijusu specialist with agile movements; he can handle to not having footing for a while and destroying the battle ground does not directly hurts him; it damages ground.

Lee can attack instead of dodging forever. He is a lot faster; he can land multiple hits; those hits can mess with her overall movements; and then he can use primary lotus on her.
Even with the destroyed landscape; Lee would get her way to Sakura; he has agile movements as seen in Lee vs Gaara fight. She can not punch ground forever and this won't bring her anywhere; since Lee is not attached to ground like a tree.
