In the stamina department i think Hidan is better. So, Suigetsu can't keep Hydrification Technique all day, on that front Hidan can outlast him and then proceed to make the ritual.
Its not like Hidan can be drowned either, can he?

He isn't water per se, he has a jutsu that allows him to transform into water. If he runs out of chakra there's no more no Hydrification Tech and Hidan can get blood. That or Suigetsu dies of exhaustion.

I actually missed that part O_O
But that doesn't change the fact that he can't hurt Hidan (Suigetsu doesn't use Mist like Zabuza to make a surprise attack, which means no decapitation) and he can be outlasted.
