Who's the Weakest Kage Of All Time?

I realize that we have not seen all of the kage in action. Out of all of the kage that we have seen, who is the weakest? To make things interesting, im going to take Tsunade out of the question. So who's the weakest, discounting Tsunade?

Tsunade isn't even close to being weakest. Mei, Hiruzen and fourth kazekqge are the weakest three.

Sadly.....probably Mei.

She has had the weakest will of any Kage to be seen.....on top of that her fastest attack is the water dragon which csn still be dodged. Lava is slow, and acid stuffs csn be avoided or blown away. :/


EDIT: Forgot about Gaara's dad.....and possibly the Second Raikage....Gaara's dad could be stronger, but was plot killed, and we know Ginkaku and Kinkaku ended the second Raikage.

4th kazekage seemed pretty lame. But maybe it's just that Gaara was a bad matchup for him + plot no jutsu.

Hiruzen was said to be the strongest kage of his time. That includes the 3rd raikage and Onoki under him.

Might be 3rd Kazekage since he got soloed by Sasori (unless there was foul play involved) and 4th Kazekage since he got beaten by part 1 orochimaru.

Tobirama is said to be the strongest ninja in the village during his reign, also he soloed MS Izuna.
Hiruzen is said to be the professor for knowing all the jutsu that existed in Konoha and being the student of the first and second hokage.
Tsunade's hype is being a sannin, who survived a 3vs 1 fight against Hanzou.

No, just no. His feats pale in comparison to Tsunade. He onoy has hype and he can't really use that to fight.

Why does everyone go by feats? There are some strong people that haven't had opportunities. Sakumo Hatake for example we know he's strong and he's definitely on sannin level. But when it comes to these "feats" he doesn't have one.
