I think 4th Kazekage or Mei. We don't know about all the Hokages, Kazekages, Mizukages, raikages and tsuchikages, so actually we can't tell it, until we know everything from them.

No, just no. His feats pale in comparison to Tsunade. He onoy has hype and he can't really use that to fight.

So by now, we all know that old Hiruzen was strong enough to defeat part 1 Orochimaru by himself. If I get this correctly, you're saying Tsunade can defeat part 1 Orochimaru as well. We know that back in part 1, Tsunade would have gotten owned by Orochimaru, even without his arms.
