5. Minato (even though I don't like it)
6/7. Nagato/Naruto
8. Kabutomaru (btw, Tsunade>Base Kabuto)

We don't know enough about Tobirama to put him in top 15. If we go by hype, third Hokage would be above Third Raikage. And Oro with edos (pt1 edos anyway).
Also, why is Tsunade on the list?
