I'm not sure how i would rank because a lot of them differs in techniques that are better against some other techniques. So to say that if A beats B and B defeats C, doesn't make A stronger than C. But I'm a Naruto fanboi, so will have him on top

TOP 10 list (best prediction)
this is true to 10 list and you cant argue with it!
1) hashirama
2) madara
3) obito rinngan - if he have a 1VS1 fight he most likely win anyone who is not hashirama or madara and remember that im talking about rinngan obito with the gedo mazo...
4)naruto- fastest shinobi and posses the nine tails inside of him he is very strong and have a lot of chakra
5)minato/itachi
6)nagato- minato is stronger than nagato because nagato jutsus are not really mobile he have to stand in order to use them that pretty much thumbs it up ...
7) oruchimaru/kabuto - only cause they have the regeneration jutsu
8) sasuke EMS
9) 3rd raikage
10)JIRAYA

Hey where is Itachi and Sasuke they are stronger than Oro,Jiraya,Muu,Bee,Gaara & Nagato is stronger than Minato but Minato would win if they fought,,,,,,,,,,
