She already has that part in development you're all looking for, but it just seem that it doesn't suit your tastes. Sakura isn't a one-centric character and this is why you see people from two sides of the camp. Either hating her, either liking her. She isn't a satellite character. Some of them are haters, you are a fan, but some of them are pretty objective like I am. Basically the very simple argument I made -> top guns coming means the alliance and the alliance's feelings are irrelevant which in turn means that whatever Sakura said is irrelevant too <- is enough to prove that at least as far as the plot is concerned, Sakura's speech has no impact at all.

Guessed you missed the other half of the manga where she learns about Naruto's pains, burdens, Jinchuuriki status, so on and so forth.
I would want to say that you truly missed the part. It was about how to NOT supress your feelings, which both Naruto and Kakashi did.
