If what you were saying was true, then Minato wouldn't be surprised about the damages kyubi created to the village. Also, that incident wasn't the first time that the 3rd wished for Minato's intervention.

true, the 3rd often looked for others assistance during his old age. He did the same thing during the Orochimaru attack on the leaf.
