Why wasnt Naruto promoted to Chuunin?

He wasn't promoted when he defeated Neji because the jonin didn't he was ready. That's it. I assume he wasn't promoted afterwards because of a formality.

I wonder how one becomes a chunin without a team to take part in the exam with :/

It would be funny to see the Konoha's elder saying : "Oh no Naruto, to become Hokage you need to pass the cunnin exam"

And then Naruto enters BM and ROLFSTOMP every gennin xDDD

The chunin exams arent about who is the strongest. its a combination of that and smarts/leadership abilities. Naruto severly lacked the leadership part.
