Why wasnt Naruto promoted to Chuunin?

He wasn't promoted when he defeated Neji because the jonin didn't he was ready. That's it. I assume he wasn't promoted afterwards because of a formality.

I wonder how one becomes a chunin without a team to take part in the exam with :/
