Think about it. Why would Kabuto who claimed that he had previous generation Kages in his arsenal didn't revive 3rd Mizukage? Instead we got 2nd Mizukage. Why would Kishi skip 3rd Mizukage? Why the mystery?

I think It's because the 3rd Mizukage is known character and it's none other than Madara himself. It was implied that he was controlling Yagura during bloody mist time the period when rin got abducted. Madara was probably behind her abduction as hell.

I believe it was already confirmed that Obito was manipulating Yagura, not Madara.

You've got your timetable wrong. The Rin incident occurred prior to Yagura becoming the 3 tail host. The absolute proof it was Obito occurred when Kisame recognized him as the one manipulating Yagura
