All the kage KNOW of them and most probably could actually use them if they thought it would help THEIR FIGHTING STYLE. Do the specialize in them? No, they have their own fighting styles.

3rd Hokage preformed a lot of jutsu that his clan currently is using against the Juubi if you wanted an example.

Onoki knows his particle disruption thanks to the last Kage of his village.

If you think that the Kage don't know of or how all the jutsu in their village works, then you should stop looking at EVERYTHING on face value.

Hidden Mist Technique is STATED to be a Village technique. WHICH means that EVERYONE IN THE MIST village knows how to use it or knows of it. To what effectiveness each Mist Shinobi uses it is a different matter.

Kage level ninja probably are pro's using it.

Why didn't Mei use hiding in the mist against Madara then? It would have proven to be very useful

As someone else had already mentioned, Kakashi tried using it on Itachi before.

Sharing can see chakra outlines through mist anyways, that's why the shinobi alliance used sand+insects to block out Madara's and Obito's vision

Kakashi used Hidden Mist on Itachi once. Yet Kakashi (kage bunnshin) got caught by itachi's tsukuyomi.
Mei is may be wise but not much wise as Itachi.
Itachi's level is probably on as Minato's level.
Mei is below level to Itachi's.

you think Mei was able to beat Itachi is because Mei fought with Lord Madara. If there isn't 4 kages to help Mei, Madara>Mei five second too quickly..

He's a uchiha, if mei was aware of genjutsu's power then she would've pulled out hidden mist right away (for a precaution), but she didnt, she opened with lava release. & not on just 1 but on 2 uchiha who both possess genjutsu, this rebuts your entire argument but ill pick it apart some more XD

She isolated him in a room where she could kill him off with the acidity of her boil release. And you choose to ignore the fact that she used her two most powerful jutsus to try and kill Sasuke. That in itself is enough evidence.

That only works effectively in closed environments.

Speculation? I think not. Itachi was clearly losing strength as the battle progressed in intensity. He was in much worse shape physically than Sauske by the end of the battle, despite clearly having terrified Sasuke into submission.

Point of my post was that the battles i listed are the only ones we know for sure as of right now that itachi has won. We don't know how he would fare against other shinobi of name and note because there are way to many factors involved that could swing the battle.

For instance, Itachi could lose to Mei because she covers herself in mist then spits lava on him before he can react with his ultimate defense. Adversely, Itachi genjutsu's her before she moves and cuts her open.

Frankly, we haven't seen enough of Mei to say what she can or can't do. But it can be naturally inferred that one one is selected as Kage. One has to be more powerful than the average shinobi.
