OK i have seen how everyone disrespect better yet underrate Mei, just because the woman conceded her defeat against a EDO GOD (quite frankly), can i ask, in what way does that classifies her weak?
she's a KKG beast with various water styles maneuvers, she's the head and strongest in the mist, which in turn being the second strongest woman and 4th strongest kage among the GOKAGES/ULTIMATE TEAM.....(no offense guys gaara is the weakest.... i would give 4th place to Mei because of SUITON>>SAND and she has more experience, it can go either way, but she still has the upper hand)
now i have seen how TERUMI owned SASUKE behind closed doors and even with the EMS today, she could still do the same in a cluster area where she will have the upper hand, in an open area things could change to an extent, but lets switch gears from baby brother sasuke to big brother Itachi..............
we have seen what Itachi is capable of doing, and i must admit he's formidable indeed, however not because he's like by many including myself, means he's the best of subjugating anyone to his feet, I for see the Mizukage defeating Itachi because of his low stamina and less counters for her attacks.......
Lets begin compromising shall we
His formidable armor SUSANOO along with his YATA MIRROR that was said to adjust to any attack (PHYSICAL OR ATOMIC) and TOTSUKA SWORD, has quite been overrated by all itachi fans, they completely forgot that Itachi is not a STAMINA BEAST and when draws for susanoo he has to drop it in no time, due to chackra consumption.
His fire styles that can easily incapacitate people, along with his powerful doujutsu genjutsus ranging from a finger flick if you stare in his eyes can subdue the best sets of ninjas, however, MEI still has a chance of owning him, let me elucidate
If itachi is going to use an illusion trick or crow clone technique to catch Terumi in an illusion she can simply use her Hidden mist technique, this is something he cant copy with his sharigan, IT WILL PREVENT HER FROM FALLING INTO THE GENJUTSU AND ALLOW HER TO STRIKE FROM DIFFERENT ANGLES, due to cloudiness of THE SHARIGAN
people's response to this would be "well likely that could happen as a result," "but how would she handle susanoo, Yata Mirror black flames and his fire styles." Well for starters her being the WATER KAGE can handle any KATON he has to offer,
Her BOIL RELEASE can handle the job, pertaining to Susanoo, Tosuka blade and Yata Mirror, If being in an closed area there would be no need to improve the efficacy of her jutsu, but if not, she would need to exert twice as much with her BOIL RELEASE KKG (keke Gengai) we have seen how her boil release counters susanoo armor and to maintain such defense the user has to stabilize his chackra flow above his/her opponent's jutsu, for a considerable amount of time.................something Itachi isn't capable of doing when in susanoo mode...................

Think about it, it would do the same to Itachi's, i know this leaves the question of YATA BLOCKING THE ATTACK, but may i remind you, Mei's boil release surrounds her opponent, Itachi's shield doesn't indirectly or directly raps around his susanoo, and as such it leaves a major gap for Mei to strike, It was said that his shield adjust to any attack, but not the sword or the body of his armor, HENCE WHY HIS SUSANOO ALONG WITH HIS TOTSUKA SWORD WOULD MELT AWAY IN THE PROCESSMAY I ALSO ADD, THAT, ALTHOUGH YATA MIRROR WAS SAID TO BLOCK/ADJUST TO ANY ATTACK, it wasn't stated that it could countered multiple or repeated attacks at once and so Mei could use another follow up attack of LAVA MELTER TO ERADICATE HIS SHIELD WITHIN HER MIST

I know it isn't easy as how i speak, but that would be the most thing likely to happen, and the fact that Mei's mist also serves as cover up from his genjutsus, weakens Itachi's chance to incapacitating her by reading her moves with the sharigan.......
Now this only leaves his greatest attack AMATERASU... the undying deadly BLACK FLAMES, but let me remind you that his genjutsus are rendered futile, since he doesn't possesses some sort of FUTON to blow away the mist, after realizing that his FIELD OF VISION HAS OMITTED, he would use the BLACK FLAMES and create a circular BARRIER wide enough, restricting Mei's outside movements., Itachi would then try and strike her from many directions using AMATERASU, while she's hidden in the boundary, (similar to Sasuke's attack seen here below)
HOWEVER HAVING AN INDIRECT TRAJECTORY Terumi could easily avoid hit and strengthen her FOG by USING the ENTON HEAT from AMATERASU similar to what sasuke did to set up his next attack Kirin.... As seen here below
