People have begun to develop the idea that Neji's revival could come in the near future. But if the byakugan is sealed upon the users final resting and if he "were" to be revived would he not be blind or not able to activate his doujutsu?

I think it would release the seal and reativate and enhance the Byakugan (to what end, i don't know).

But it would be cool!

Kishi didn't even give Neji much development in part 2. The guy had so much potential, he just turned him into another fodder and dies.

There's no point in bringing him back, if he was (which I highly doubt), he can use his byakugan because his dad could.
