As you can see, tornadoes, earthquakes and lightning storms are being created by the Juubi. Furthermore, there is a lot of water in the vicinity. I believe that the Juubi used its powers of earth release to create the earthquakes, wind release to create tornadoes and lightning release to create lightning storms. Also, you can see that the entire area has been flooded so it is quite likely the Juubi has water release as well. The Juubi hasn't been shown to use fire release just yet though it is very likely it can do such. The reason why the Juubi hasn't done so yet is because all that water would extinguish the flames.

Tobi reveals that it was the Sage who can use this power to create anything he wants but how can a mere man gain such power? The reason behind this is that once he became the jinchuriki of the Ten Tails, he gained access to all of its powers just like all the other jinchuriki we've seen, especially perfect jinchuriki such as Bee. Given the fact that all the bijuus we've seen so far can talk and have personalities, we can infer that the Juubi does too. Furthermore, to use creation of all things, one must first use their imagination to create form out of nothingness. To use imagination to create entire countries, you must have a massive brain to be able to vividly imagine on such a massive scale.
