I think in the beginning Nagato couldn't use his Rinnegan powers perfectly or he didn't figure that technique
he would do anything to keep his friends alive even sacrificing himself for them

Think of Kakashi's father... he was stuck in purgatory and unable to see Kakashi's mother until his own son forgave him. That is the definition of purgatory... a state of limbo before you can be allowed into heaven... where every sin you have committed has to be made up for...

Those souls that wouldn't be able to be revived have passed that stage... Pein is basically saying that they was no perfect person in Konoha, that would have went straight to heaven... so he is still able to revive them...

If Pein killed Kakashi's father... and Kakashi had not forgave him... and his body was still around and not decomposed... Pein probably could revive him...

that has nothing to do with revival many got killed by rockets, you dont see them lying around dead Jiraiya died long before pain arrived in konoho, its kind of "time reversal" tech, like orihime has in bleach.

i think he is since pain only revived the ones that died at that moment especially the ones that died from lack of chakra like kakashi and the ones that the thing suck out the soul or whatever that is. i think pain could only revive those not the ones that died from physical wounds if he could he would have revive his friend not used him like a puppet with the chakra
