What proof do you have or them being perverts? I'm pretty sure it said shop owners with no specific gender. Fact is from your point of view its wrong because that's how you feel. Different cultures have different morals, morals are not subjective to your predilection. Why do people keep stealing over here? Because they can get away with it. In essence, the morals of a culture are the perspectives of many individuals. So if in the eyes of the thief, if she didn't think what she did was wrong. Why should she even be punished?
