These two fighters were so sickeningly powerful in Marineford, imagine them in their prime.

It makes me cringe imagining how powerful Roger really was, if these two monsters could only hope to match him.

The Databook doesn't state Monkey D. Garp is the "Strongest Marine". Kong who is the Commander in Chief of the Marines, as we don't know could be stronger than Monkey D. Garp himself, or maybe as equal in strength. Maybe, Sakazuki and Kizaru could have the possibilites of surpassing Garp.

I would go with Whitebeard in a tough battle. You could say they were equal as both were said to be equal or close to Gol D. Roger, but both have declined since then due to age. While Whitebeard seems to have declined further physically (he needed medication), I think Whitebeard's mastery over his Devil Fruit is able to negate that decline somewhat. Garp on the other hand relies fully on physical combat and therefore is going to be affected more severely by age, giving WB the advantage.

I'd say Garp, Yeah Whitebeard is a monster but so is Garp, and Garp seems faster than WB, and most definetly has stronger Haki since he just relies on itm and Garp is the man who evenly fought Roger in battle and Roger was the strongest, and add the fact that WB was in bad shape needing medication while Garp seemed fine for his age. So unless Garp falls asleep in this fight Garp wins high diff.
