I say no way, naruto is, not only is he beyond kage level, his hand me down kyuubi cloaks pretty much make any fodder a hybrid jinchuuriki, making them kage level as well. His cloak is so strong it nullified the combo of madara's and obito's best fire attacks, it even blocked madara's susanoo's projectiles with no prob, not only that but he can remotely control the cloak from a distance, He's super OP right now. Naruto empowers the ppl around him, No one else in the manga I've seen thus far has anything on him at this point.

It depends on how fast he can beat his competition. People love to forget that Itachi can't last long in a fight. He's too sick and his stamina is low plus he only has MS, which means after awhile he'll lose his sharingan due to overuse. So it's really tough to say where he stands.

I really don't know where to Itachi in that mix. Itachi fanboys hate hearing this, but the truth is Itachi NEEDS to finish fights quickly. Against Tobirama and Minato, he absolutely has to keep his Susanoo active just to defend, which will we know for a fact takes a serious toll on his low stamina and weak body. In addition to that, they have FTG, which makes it impossible really for Itachi to hit them with either Totsuka or Amaterasu. And since Itachi has to keep his Susanoo active, and Susanoo is a massive target, that makes it harder to for him to hit them with Tsukuyomi because they wouldn't have to look at Itachi to know where he is. They could just look at that huge Susanoo. All this spells disaster match-up for Itachi, because he's getting weaker every second due to his Susanoo use as well as him trying to attack, while FTG doesn't take that much chakra, and it allows Minato and Tobirama to actually go in and out of the battlefield. There's no telling where they can teleport. He'll die quickly if the fight drags out. So I think to be completely honest and unbiased, he should be placed below them, or atleast below Minato since I just explained why Itachi wouldn't be able to attack him and how his chakra would be drained so much.

He has a better chance of beating Sasuke, but at the same time, when he fought Sasuke he was trying to drain out all of Sasuke's chakra to bring out Oro's chakra so he could seal it. But in doing so he ended up killing himself. Now this is 3 tomoe Sasuke we're talking about. Sasuke didn't even have MS. Now he has EMS. His stamina and chakra are clearly higher than Itachi's. Plus he already proved that Tsukuyomi doesn't work on him when he just had 3 tomoe sasuke. It's definitely not going to work against EMS Sasuke. So again, unless Itachi can end the fight quickly (which he has a better chance here than against Minato or Tobiram) he'll lose due to his low stamina. If he died draining all of 3 tomoe Sasuke's chakra, he'll definitely die well before EMS Sasuke runs out of it.

He should be before Hiruzen imo

He should definitely be under Naruto. I know you don't think so, but be reasonable. Killer Bee already confirmed that a perfect Jinkuriki doesn't fall for genjutsu, so Tsukuyomi is now useless against Naruto. We also know that he's too fast to hit with Amaterasu and or Totsuka. So again all Naruto would have to do is stall against him and since Naruto's speed equals that of Minato's, that means Itachi needs Susanoo in order to keep from getting one-shotted, which will drain his chakra and his MS in no time.

This is why I don't like to rate Itachi in terms of other ninja. Because it just so happens that his weakness is time. He can't last that long. And while he has the best offense in Naruto, there are ninja who can avoid his attacks. Plus his moves take too much of a toll on his body. No one really can beat Itachi with an attack, his defense of Susanoo+yata mirror is perfect. But there are certainly ninja who can outlast him in battle. At best he would only be 3rd since right now Naruto is 2nd. But it's debatable whether or not he could actually defeat Minato or Tobirama before he ends up dying. And he probably can beat Sasuke still if he does it quickly since Sasuke isn't as fast as Minato or Tobirama, but he died trying to drain 3t Sasuke, so if the battle drags out again, he'll definitely lose. The only one I can say for sure he's better than is Hiruzen, but Hiruzen is dead last from all the ninja I named
