Instead of those two taking some of the positions i think they should be just plain master kages or something. So others could be in it.

you almost got it........you have to be loyal and trustworthy to everybody.....not only us in the UCR and CKS and Sharingan users.........You have to show people that you are willing to do whatever it takes....and instead of saying "I will be Kazekage someday" say "I hope to be Kazekage someday"
