Why do people keep saying this? We've seen like 2 important Senju before her out of a whole clan, we don't know how strong the other senju were then, we just knew that out of the lot of uchiha and senju there were 2 beasts known as hasi and madara followed by their brothers.
Just because she isnt a super offensive fighter means she is a weak senju, i think she has displayed enough to get at least a little recognition. She basically had to rebuild the village when she became hokage for other peoples mistakes, i think she did a good job.
The enemies she has come in contact with since we have seen her IMO were pretty tough (pain and madara), i question which hokage in her spot could have taken madara other than hashi with tobirama debatable and pain was a handful all on his own, even then she stood infront of them out of chakara and still willing to defend the village and her title. What a brave character. She is pretty damn good for a female character, we know the females tend to get the short end of the stick.
