So, putting them in a versus scenario, regardless of it being blatantly obvious that Itachi would win in that situation, and pretty much any scenario, Jiraiya's hype alone is enough for you to say that he could beat him, regardless of how illogical it is?

I hate to be one of those guys but this is clearly to give an explanation for running away.. If the manga says something similar comparing Chouji to Nagato, are you really going to stand by that? Toad mouth doesnt do shit in a outdoors scenario, summoning toads are dispatched quite easily with either totsuka or amaterasu, and we judge a character off their abilities. In which case Itachi is fully capable of busting out the OP moves at any time, which Jiraiya would have no chance of handling in base mode. This is what we call thinking logically. Its what has allowed people to make up theories regarding the true happenings and motives in the manga even when they arent explicitly stated
