yeah ba sing se is nice and huge omashu is the most unique in terms of creativty.

Southern water tribe are more primitive so I guess they are poorer compared to more modernized northern water tribe.

I don't think it's so much them being poor as it is being raided by the Fire Nation all the time. Their city was once like the Northern Water Tribe's but the raids dealt a heavy blow to their culture and population.
