Why would they change the way they make bullets for ONE pirate? The only one who isn't affected by them are Luffy. And obviously Logias. So it doesn't really matter.

But it still doesn't make sense to make customized bullets for him, not now. Once he becomes PK, or close to it, then it would make sense.

The fact that they didn't use sharp bullets from the start is why it doesn't make any sense. Luffy is still far beneath many pirates, and many Marines can defeat him. They won't customize their bullets for him, at least not yet.

Don't worry, I'm sure they'll be using haki-embedded bullets in the near future. Besides what kind of question is this LOL? That's like saying why do they use kunnai's in Naruto when no one dies from them.
