^^ this but I am sure its not possible for anyone since Naruto used Shadow clones to balance the Nature and the shape of the elements as well.

Plus wind chakra type was made into senbons which were result of the friction which can't be achieved by anyone in Narutoverse so its not possible theoretically and practically as well unless its Naruto himself.

none (im assuming with Madara) have wind nature so... no.
also madara is likely the only one with the chakra reserves large enough.

However, Kakashi can't use it, due to the amount of Chakra that is need. That technique would probably lead to his death.

Anyone can copy it, as long they have Wind as their primary element/Nature transformation and also along side with massive amounts of Chakra.

Naruto can use it twice at base level, in SM he used it four times and in KCM probably uses it six times or more.
