You're also forgetting the need of a kage bunshin in order to properly perform the jutsu

The reason why naruto has to use shadow clones is because he lacks ninja talent to do it that way (example while learning how to do the rasegan the only way he could mold the chakra is throught have another clone help) Jiraya and Minato could make the rasegan with on hand. Minato probably would have made the wind shiriken one handed had he not died. The only person that i could see doing this technique that wasn't trained by a sanin would have been danzo

Well that's a lil mean to Naru-to. Even if he did say he wasn't a great ninja when he talked to Minato.

to do it, you would need to have an affinity for wind..... be able to manipulate wind chakra... Kakashi has stated that he never was able to take rasengan any further because lightning + rasengan don't mix
