It doesn't matter when you acquire a powerup , what matters is how long it takes to master the said power up .

How long did it take for Naruto and Sasuke to master SM and MS respectively?
How long did it take for Naruto to use BM effectively?

Naruto has had BM for a few days at max but he can whoop Minato's ass . Obito has more than a year to master the said powerup and yet he failed. Implying he just isn't strong enough.
