Basically the Rinnegan is awakened by combining the eyes (Sharingan) and body (Mokuton) of the Juubi, since the Uzumaki clanmates of Rikudou did not have the Juubi's essence inside them or their descendants, they could not awaken the Rinnegan

The only way for Naruto to obtain the Rinnegan is when he becomes the Juubis jinchiiruki like the sage or transplant the rinnegan eye like nagato.

Basically what Madara did was reverse engineer the original Rinnegan, the Rinnegan is Senju(xJuubi) + Uchiha(xJuubi) combined, he needed an Uzumaki host to perfectly emulate Rikudou's Rinnegan for the further awakening of its' powers (Rinne Tensei) that is why he gave the Rinnegan to Nagato.

Rikudo split the powers of the Juubi into the Uchiha and Senju clan. Its getting blatantly obvious at this point
