I've been thinking deeper into this Fujitora guy.

Like its possible we saw him in the marineford war where suppesdly all the powerful marines were at. Even if Fujotora wasn't admiral level , he still would've been strong enough to fight in this war right?

Idn, what do you guys think about this?

I agree with this. There's a huge possibilty that Oda found a random character in the war, a man looking like Fujitora, and made him Admiral.

Possibly, but I doubt that Fujitora was a character he had extensively though about before the timeskip, otherwise Oda would have left more of a hint.

When you think about it. Marines would balance in dividing man power. Sure Marines would bring full forces to fight against not only Whitebeard, but fleets of pirates. Yet, some people of the Marines need to stay and keep order in other islands, cause there are still many pirates who aren't part of the war roaming freely in the world could cause havoc if some aren't around protecting citizens/villagers.

People like Vergo and Fujitora probably weren't needed in the war. They need to continue doing their jobs as usual like any normal day, and leave the war to Sengoku, Akainu, Aokiji, Kizaru, Garp, Vice-Admirals, Captains, Solders. You could go the list of badass Marines. Add to that Shichibukai.
