My Theory is Simple. The other Kage may not be able to break out of Edo Tensei but Hashirama WILL. Weather Orochimaru let the kage leave for the battle field or not, Hashirama will definitely be freed from edo tensei
We already seen the amounts of chakra is is capable of summoning while "Bound" to the jutsu
Many people claim this was Tobirama but the manga reads other wise. Tobirama did as his brother ordered and had his pride crushed aswell after hashirama raised his powerlevel lol..look at his face on the next few pages. on the next scan i will show you, you will see hashirama apologizing for what happened, the Third conforming that it was his chakra and Tobirama looking butthurt cause hashirama is over 9000
This scan also shows Hashirama as the Epicenter of the chakra earthquake he caused. See how all the cracks seem to meet up under hashirama's feet at the bottom of the scan
Hashirama was not granted that freedom to increase his chakra levels. Tobirama also states he was almost brought back at full power will not take being bound much longer. Truth be told it is his jutsu so he could just release it like madara did, but orochimaru increases the bind on tobirama to the point he cannot move
To me this shows to me Hashirama has more resistance to ETs control. the reason being in my opinion is because of this next scan here. Orochimaru made the Binding power stronger by using hashirama's cells, which is why the 2nd could not break out. if it would have been the old ET, the 2nd would have had enough power to break out aswell. now with the added Hashirama cells Tobirama is under complete control.

This is due to the fact Hashirama is brought back at nearly full power so he naturally is resistant to the ET jutsu's bind. Orochimaru is using his cells to amplify the binding power but it will not work because its hashirama's cells he is using. he is using a mere fraction of his own strength to amplify a jutsu he can easily break. This in my opinion would increase the binding power on everyone except Hashirama.
