I was inspired to make this thread after observing the amount of threads who i believe overrate this jutsu. Now you see plenty of threads saying tsukuyomi one-shot anyone(Hashirama and Madara are most involved in those threads actually).
First of all, i would say it's true, so far we know, this jutsu can one-shot practically anybody who is not a skilfull Sharingan user if he is caught by the jutsu, but what people also forget is that the target actually has to be put under the genjutsu to begin with and for that to happen there are some requirements that i believe are sometimes overlooked
Risks of the jutsu:
A risk of the jutsu is that, like Kakashi says, tsukuyomi is not only a jutsu that requires an enormous quantity of chakra, but it also puts great risk to Itachi's eyes:

Activation of tsukuyomi:
This is an important point that i think is most of the time overlooked. Like i've said in my first point, tsukuyomi is a jutsu that requires to accumulate an enormous quantity of chakra like Kakashi stated. Because of this, the user(Itachi in this case) usually takes some time to accumulate that necessary chakra while immobile, take time to close his eyes(generally the time to turn it into Mangekyou), before releasing the jutsu by opening his eyes and making eye contact with the target
Proof number1:
- Itachi vs Kakashi - Like you can see Itachi is immobile, closed his eyes(concentration and mangekyou activation time) before opening them again to put his target in his tsukuyomi
On this example btw, notice that Kakashi had time to notice the dangerosity of the genjutsu in question, warn his partners(Asuma, Kurenai) with them closing their eyes directly after that, before Itachi even actually activated the jutsu
This is just to show you that the prep time needed to activate the genjutsu gives time to the opponent to consider and do something about it(either attack or avoid it for example)
Proof number2:
- Itachi vs Sasuke - Again here we see Itachi immobile, closing his eyes(concentration and mangekyou activation time) before opening them to put his target in tsukuyomi
Why does he do that? Because of the large amount of chakra the jutsu requires and also the strain it put in his eyes
Situations where tsukuyomi was involved:
Usually when tsukuyomi is involved, the opponent is static and in a close range situation

Another overlooked factor is that the genjutsu is infact classified as a close range genjutsu in the databook and even when you look at my above points you will notice that the genjutsu was always involved in close range situations

Now don't get me wrong. Itachi is probably the most skilfull genjutsu user in this entire manga. He is capable to put you in his tsukuyomi by bringing you into a situation where you have no other choice but looking at his eyes while in close range, but this thread is just to show some people that it's not as easy as it sounds to be and Itachi actually have to manage to put you in THAT situation, which won't necessarly happen especially against long range fighters
