Every edo tensei thats been revived has been put into battle, I understand that the reason for their revival is different but oro isnt going to pass up an opportunity like this.

On the other hand hashi is free and would stop oro from performing any kind of evil with them, so regardless they're either fighting oro/eachother, or they're fighting madara/obito & juubi.

I think the manga has already been directed to the fact that the Hokage will fight. Oro himself said after Sasuke is done asking questions they can go to the battlefield. Fact is, Oro can't have somebody put the entire world under Genjutsu... That would interfere with his plans.
