This will be a debate against DrProof, and Phantom , Gaara w/ Shukaku will be represented by yours truly (DrProof) while as Muu will be represented by the Legendary Phantom.

Chakra Sensing:

This allows Mū to sense enemies either in short range or long range.He does this by finding an opponents chakra.

Fission Technique:

Mū can split his body into two identical bodies yet they function on its own.This is much faster than the clone technique.

Flight Technique:

Mū has the ability to fly through the air with ease.

Camo Technique:

Mū has the ability to blend in with the surrounding area by binding the light around him.This makes him completely undetectable by other ninjas with dojutsu or sensory.

In the spoiler above, you can see Gaara's Sand covering, and rendering Muu's invisibility useless thus, any sneak attack based approaches performed by Muu would be useless due to the fact that Gaara's Sand Sensing can locate aerial targets, and ground based targets such as the Mizukage's Clam.

With Gaara spotting the Tsuchikage's location, and noticing an incoming Jinton assault Gaara would use Air Sand Protective Wall to block Muu's line of sight, and gain some distance from the Jinton based assault.

While using his Air Sand Protective Wall to block Muu's line of sight, Gaara can use the aerial advantage to perform Sand Hail to cause a distraction on Muu's counterpart, and to gain even more distance away with Desert Suspension (floating sand):

Kazekage 1 tailed. People underrate him fully, so I asked anyone to choose a character, and go against me; he chose Muu.

Gaara with Shukaku is easily Top 15 imo.

i made a case he is top 5 in the past (before hashi/madara/kabuto hype). I have that version in top 10 or 11 stop tbh. Ive made a detailed thread on his abiliies in full! If gaara would have befreinded him, he could have been more deadlier than naruto imo.
