As we all know that there are 3 types of haki and in fights with nearly equal strength it depends on the haki...
And the person with the strongest haki is maybe...
Rayliegh or shanks...
We have seen all the 3 hakis of rayliegh after war when training luffy... And shanks has shown CoO in 1st chapter but not shown armament haki but he must have it...
But who do you think might have the strongest haki
for me..........

It's most likely that Garp has it because when Luffy showed his CotSK and MF, Garp said "just as I thought, he also inherited it." Which implies that both Garp and Dragon have it.

True, but it's weird that he didn't use it at Marineford then. Same goes for Whitebeard as well, who also had it.

I think it's because both their CotSK power-level are the same and if used, they would both lose the same amount of men for a short time and it'll be meaningless.

It does make sense that most people that have been in NW should have haki. Ace who was under Whitebeard's protection, the world's strongest man, as well as being a logia did not show any kind of haki against his fights with Smoker or BB. We're not 100% sure he had the other 2 types of haki, so we shouldn't state it as fact he had it.
